ENERGY EFFICIENCY INCREASE POTENTIAL FOR THE MUNICIPAL HOSPITAL IN CLUJ-NAPOCA

Pilot Project- Clinical Municipal Hospital in Cluj-Napoca

Following discussion between CREESC members and local authority representatives from Cluj-Napoca, was established the necessity of a strategic partnership between the two entities, especially with regards to the most efficient and innovative solutions for the public building stock.

Therefore, a first collaboration between the two entities was established, starting with development of a database of the inventory of public buildings from Cluj-Napoca, in order to identify the most efficient and innovative solutions for the city’s public building stock. After a preliminary assessment of the earlier mentioned database, the two entities have selected one building belonging to the Clinical Municipal Hospital. This building was considered to be adequate for implementing a pilot project and elaborating the terms of reference for energy efficiency increase investments, financed through the Regional Operational Program 2014-2020, Priority Axis 3- Support the energy efficiency increase in public buildings.

The final report prepared by CREESC experts includes three options for investments in energy efficiency measures which result in specific energy consumption decrease by at least 50%.
